What is the InnovPLUS Grant (IPG) and what does it entail?

The grant for prototyping will be capped at $200,000 per project with a maximum timeline of 6 months for both development and trailing/pilot.  It is expected that successful applicants for InnovPLUS must co-fund 10% in cash or in kind.  In-kind contribution refers to contributions, other than monetary, that defray a portion of the project’s eligible costs. Additional costs incurred during the project duration will be fully borne by the applications.

  1. In general, the IPG will support the following items:
  • Salaries of experts engaged directly to support the project in the areas of technical and development work;
  • Supplies that are necessary for the overall operation of the project;
  • Equipment that have direct contribution to the overall operation of the project;
  • Software licensing and maintenance that are essential for the project;
  • Consultancy hired for purposes such as research or advice that are directly impacting on the project;
  • GST on expenses incurred for project by non-GST registered grant receiving organisations; and
  • Others – items not in the above list but necessary for the conduct and successful delivery of the project could be included in the funding request, subject to the approval of the evaluation and in accordance to WDA funding guidelines.

  1. The grant will not support cost items that do not contribute directly to prototype development such as marketing and publicity. It will also not support salary and honorarium costs of applicants and members of the project teams, capital equipment not essential to the project and overseas travel.

  1. The disbursement for IPG will follow the following disbursement schedule as shown in Table 3. For project that has duration of 4 months or less, the Grant Recipients will have 3 disbursements out of the typical 4.

What is my company’s commitment in terms of resources and time?  What do I have to do? [For the Challenge Owners (CETs/SMEs/ATOs)]

[A Webinar for Problem Definition on 23 Mar 2016, 1am-2am (SGT)]

  • investigate and decide area of learning and skill development that you need a solution in and develop the problem statement to submit as a challenge for InnovPlus;
  • Set aside 1-2 hours (from 29 Mar – 5 April 2016) to participate in the online discussion forum to answer queries from potential Solution Partners (SPs) on the submitted problem statement(s) to provide the necessary inputs for them to develop a solution –your company identity will be hidden and not made known to the SPs;
  • Set aside 2-3 hours (depending on the number of proposed solutions – 30 mins per proposed solution) to hear and evaluate proposed solutions from the SPs, and to select the one they deemed most appropriate to solve their problem;
  • Appoint an in-house team as the subject matter expert(s) to work with the selected SP(s) to develop a trial sample (module) of the selected solution;
  • Set aside half a day to present and explained how your developed solution with SPs is able to solve the problem statement you presented to the InnovPlus judging panel on 26 April 2016);
  • If your solution is awarded the InnovPLUS prototype development grant, your team will continue on to be involved with the SP(s) to develop and trial the prototype. Collectively, you and the SP(s) will bear 10% of the costs to develop the prototype.  ;
  • If your solution did not manage to win the InnovPLUS Challenge, your company could still continue to work with the SP(s) to develop the full solution and if funding is required, you can approach Spring Singapore to tap on its Capability Development Grant or ISprint from iDA; and
  • Work with iN.LAB to draft a report on its experiences in the whole project which will be developed into a case study for sharing with other companies keen to adopt a similar solution.

Can you provide a sample of the problem statement?

Here is a sample of the problem statement.  Please do not take this as the means to all, but as a reference only.  Your problem is unique to you only.

Company G has been in the ship repair industry for 23 years.  the CEO is committed to developing his workers and continuous improvement in his company.  He noticed that it takes rather long, about 9 months, for a new engineer to be proficient (through apprenticeship, shadowing of senior engineers, classroom sessions), and is also concern with the aging of his senior engineers.  There is also the nagging worry of the senior engineers being poached by competitors.

He embarked on a series of training re-organisation – creating videos on how to repair certain ship-board equipment, sharing sessions by senior engineers and documentation of the processes.  However, it still takes 9 months for a new engineer to be proficient.

How can you help this company overcome this learning challenge?  What partners should you bring in to collaborate on developing a solution for him?

(Please make explicit assumptions taken in developing your solution e.g. is there a competency model?)

Who owns the intellectual property rights to the final product?

To encourage participation, exclusive Intellectual Property (IP) rights of the innovation resulted from InnovPLUS will belong to the creator(s) and grant recipients.
